We begin trumpeting the oft-repeated phrases of freedom and the greatness of our age-old civilization, patriotic values and the glory to the motherland. We speak about the lofty ideals of pluralism and freedom of expression and repeat ’Umno laying groundwork for Sex Video 2.0′Umno-owned Utusan Malaysia’s front-page report yesterday quoting one of the ‘Datuk T’ trio about a new sex video allegedly involving Anwar Ibrahim is yet another attempt to further tarnish the opposition leader’s reputation. Despite being front-paged by Umno newspaper Utusan, the much-threatened Datuk T sex video sequel drew a big yawn, reflecting the low esteem the Malaysian public held for Prime Minister Najib Razak’s party which has been blamed for sinking the country into unprecedented depths of gutter politicking. …
“Basically, the game is up. Nobody is so stupid as to fall for it anymore. Malaysians have made up their minds how capable a PM Anwar will be and how capable a PM Najib has been. They will make their decision at the ballot box, and it will be in Anwar’s favor even if Datuk T screens a different sex video every night,” Batu MP Tian Chua told Malaysia Chronicle.

most Malay professionals would like to see the two go toe-to-toe on policy issues.
“There appears to be a change in what the people want. They want a new culture of debate rather than smear campaigns,” Merdeka Center director Ibrahim Suffian had said.

Datuk Seri Anwar Ibrahim again challenged Datuk Seri Najib Razak to a debate after both rivals had lashed out at each other’s economic policies yesterday.
Opposition Leader Anwar had said in an interview with the Wall Street Journal the prime minister’s policies benefited cronies despite embarking on an economic reform programme.
But Najib returned fire in the evening, saying the opposition’s promises of abolishing tolled roads, writing off study loans and reducing fuel prices were “a recipe for economic disaster” as the government would have to absorb RM40 billion in study loans alone.

The year 2011 will be remembered as the time when many ever-optimistic US citizens began to give up hope. President John F Kennedy once said that a rising tide lifts all boats. But now, in the receding tide, those in the US are beginning to see not only that those with taller masts have been lifted far higher, but also that many of the smaller boats had been dashed to pieces in their wake.
In that brief moment when the rising tide was indeed rising, millions of people believed that they might have a fair chance of realising the “American Dream”. Now those dreams, too, are receding. By 2011, the savings of those who had lost their jobs in 2008 or 2009 had been spent. Unemployment cheques had run out. Headlines announcing new hiring – still not enough to keep pace with the number of those who would normally have entered the labour force – meant little to the 50-year-olds with little hope of ever holding a job again.

Najib boasts Malaysia that in the next few decades Malaysia be

Prime Minister Najib(picture) has been styling himself a reformer and has also embarked on a series of sales of government assets to spur growth.

Earlier this month, a government state investment fund sold its stake in carmaker Proton Holdings Bhd to DRB-Hicom Bhd .

Last year government-linked funds swapped shares in state-run Malaysian Airline System Bhd (MAS) with budget airline AirAsia Bhd.

“The overall principle is that we want the government-linked companies to sell off their non-core and non-competitive assets,” Najib told the Wall Street Journal (WSJ) two weeks ago.

“We are always looking out for how to add value to the country,” he said.

State investment fund Khazanah Nasional said in a statement that it chose the best suitor for the job and the country, after the Proton deal.

A government official told the WSJ that the administration was “fully committed to openness and transparency in all privatisations and divestments of state-owned assets and to tackling corruption wherever and whenever it is found.”

The official added that Malaysia had introduced a new online database of government contracts so that anybody can alert the authorities to any potentially improper actions.

In an interview published today, Anwar told the WSJ that Najib’s series of sales of government assets to private entities without open public tenders would continue to place key companies in the hands of a few well-heeled and politically-connected individuals.

P

Can a country have a split personality? Can a nation be a Dr Jekyll and a Mr Hyde, as in R L Stevenson’s classic tale about the good and the evil that coexists within the individual?

The de facto chief of the opposition Pakatan Rakyat (PR) bloc told the daily he will propel privatisation and do more to free up markets to operate more efficiently by making government contracts more transparent.

In the article, the 64-year-old pushed his series of economic reform policies to promote transparency and accountability, especially in the award of government contracts and end widespread corruption under the current Barisan Nasional (BN) government led by Najib.

Anwar told the WSJ that he was not just “anti-Umno” but wanted to ensure that Malaysia would emerge on top as it competed with neighbouring countries like Indonesia and Vietnam that was pulling in foreign investments.

“We must always compare Malaysia to Singapore, South Korea and Taiwan,” he told theWSJ.

He told the daily that he would push for more privatisation programmes and free up the markets to run business more efficiently.

Malaysia, once among the top economic magnets in Asia, has been criticised for continuing with economic policies that benefit only one race to get in the way of trade and investments.
UMNO and Barisan Nasional (BN) have failed to uplift the standard of living among all the marginalised ethnic groups in the country and this includes the Indians, Malays, Chinese and the Indigenous. The gulf of disparity between the rich and the poor is ceaselessly widening. This poverty gap has made many poor Malaysians become tangential to the national economic pie.

About 70 percent of ethnic Indians in the country are in the poor or hardcore-poor cohort but receives the least attention from the UMNO-led government, as the poor Indians do not have much political clout in a country of about 28.5 million people. UMNO-friendly political parties representing the minority Indians in BN have not achieved much in trying to help this marginalised group of Indians.

They may have enriched a few cronies among them for the past six decades but the downtrodden among the Indians are left to live on crumbs. The norm has always been that Barisan Nasional (BN) with UMNO as its backbone party would make ostentatious promises before elections to help the marginalised Indians. All these syrupy promises would, more often than not, conk out just after the elections.

Bullying tactics

Those political parties in BN and other Indian-based political parties friendly to BN espoused to help the poor Indians would be quietened down by UMNO with all the ‘bullying’ tactics. Nevertheless, UMNO leaders have never been short of grandiose rhetorical phrases to ‘mesmerise’ the timorous and poor ethnic Indians:

“In view of the low level of corporate equity ownership among Indians, attention will be given to increase their participation during the OPP3 period.”

“Efforts will thus be undertaken to increase Indian equity ownership to 3 per cent by 2010.”

“ At the same time, a study to review the status of the Indian participation in the economy will be undertaken to formulate ‘appropriate strategies and programmes’ to help the Indians.”

“A ‘high-powered’ task committee will be formed, headed by MIC President, to find out the plights of the Indian community.”

“More allocations will be given to uplift the standard of living of Indians in the country.”

“RM200 million will be allocated to assist poor students to continue with their education.”

“Najib came out with a statement asking Tamil educationist to come out with a blueprint on how to take Tamil schools forward.”

“Najib vows to address Indian ‘legacy issues’.”

These are only a few of the many superfluous and flamboyant rhetorical phrases used to lull the poor ethnic Indians. All these gimmicks, however, have remained rhetorical and hollow in substance. Nothing much has got off the ground since the country’s independence to sincerely help the poor Indians and they have not benefitted much from any of these bare promises. In fact, not even 2 percent of the poor ethnic Indians have benefited from all these ‘grand plans’ for them. These are mere political publicity stunt to dupe the poor Indians. It has only given the poor Indians in the country a false hope in life.

Favours a single ethnic group

Malaysia’s affirmative social and economic policies favour a single ethnic group more than the poor among other races. The poor Indians, Chinese and the Indigenous are far left behind since the implementation of the NEP (New Economic Policy) in 1971 even when a prong of the economic policy clearly indicates that the eradication of poverty is irrespective of race. Apparently, poor ethnic Indians are among the most neglected since the implementation of the NEP.

The Indian community is still trapped in the trough of poverty when the NEP was not extended to help those in the estates and those displaced after the estates were taken over for development. While the NEP helped the Malays and the Indigenous out of poverty and managed to create a group of middle class among them, it obviously ignored the needs of the displaced poor ethnic Indians. In reality, this composite of Indians are as poor as the Malays and the Indigenous, if not more. The failure of the NEP to support the Indians below the poverty line has attributed to the community being marginalised until today. MIC and other Indian leaders politically aligned to UMNO have done little to resolve the problem of poverty among ethnic Indians despite helming the nation under the former Alliance and later the BN coalition for almost six decades.

About 20 percent of ethnic Indian families are earning a meagre RM 516 and below per month. Another 20 percent earn less than RM1000 and below per month. Ninety percent of this ethnic group do not own any land or shelter of their own. Many in the urban areas live in squalid slums and they form 60 percent of urban squatters. They are among those having the lowest per capita income – earning only about 8 percent of the national average.

Discriminated against

When plantation lands were developed into other viable projects after the nation’s independence this had resulted in the plantation workers being displaced and forced to become squatters in urban areas. With no proper education and financial means, they left for the urban areas in search of a new life. They lived in squatter colonies that were gradually demolished to make way for development with no or little alternative housing for them. Depriving of everything from income and permanent shelter they have become urban ‘nomads’ who are continuously being forced to live under squalid conditions and constantly being evicted or harassed by the authorities.

Thirty percent of them are squatters or live on TOL (Temporary Occupation Licence Land). Poverty has made their life acutely miserable. Suicides became too common among desperate parents and the meagre bread winners among them. Poverty has forced many of these poor Indians to commit suicide and 40 percent of all suicide cases in the country involve poor Indians. The majority of orphanages and old folks homes are also filled up with members of this minority ethnic Indian community.

Education opportunities for this community has been decreasing since. Only about 1 percent of intakes by government education institutes in the country and opportunities overseas funded by the government are allocated for ethnic Indians. There was a 10 percent quota for ethnic Indians before 1970 and this was reduced to about 5 percent in the 80s and further reduced to less than 3 percent in the past decade. The so-called ‘meritocracy’ system introduced in 2004 shrivelled the percentage of ethnic Indians’ opportunity for tertiary education.

The double-standard examinations used for university entrance – matriculation and STPM – deprived many ethnic Indians making it to tertiary education in government universities and the chances of getting scholarships for overseas’ education. The poor ethnic Indians were those who were affected most because of this politically twisted system. The poor Indians are naturally discriminated against by a lopsided education system.

Low sense of worth

The over 500 Tamil schools in the country is no remedy to the plight of this ethnic group. Most of this schools are dilapidated and not fully-aided government schools. Over 80 percent of ethnic Indian children end up becoming dropouts at the primary school level, when they enter secondary schools and before they have finished 11 years of education. They are ill-equipped with literacy skills to cope with studies beyond the elementary stage. Access to even the lowest level skills training Institutions are deprived for this community resulting in most of them remaining unemployed or unskilled workers

After about six decades years of independence, there are thousands of ethnic minority Indians left being undocumented – without birth certificates, identity cards or marriage certificates. This has deprived them of even basic education. Without these legal documents they cannot go to school, obtain licences to do business or secure employment.

Indian participation in the civil service has been reduced to less than 2 percent in 2010. Seventy percent (70%) of ethnic Indians have been doomed into becoming labourers, IMG (Industrial Manual Group workers, office boys, security guards, public toilet cleaners, general workers and road sweepers. Sixty percent (60%) of ethnic Indians are lower income earners and 85 percent of Indian workers in the manufacturing sector are low level workers. Sixty percent (65%) of Malaysian Indians work as plantation or urban underpaid labourers

Despair, poverty and lack of opportunities and UMNO-led BN lopsided policies have led to high Indian involvement in crime arising out of poverty. beggars, squatters, criminals and gangsters. A significant number of Indian youth have become social delinquents due to their low sense of worth.

Beyond that, ethnic Indians have been deprived of business licenses permits, business loans and opportunities for small businesses or commercial licenses for them to run businesses – resulting in less than 1 percent Indian participation in the country’s economic wealth.

Justice for all

UMNO-led BN have been promising the poor ethnic Indians heaven when they cannot even deliver scraps to them.Disappointingly, the government has not kept to their promises. The poor Indians are still languishing in poverty with not much hope in sight for a better life under the present government.

UMNO-led BN has failed to honour their ‘gracious pledge’ to help the poor Indians but have craftily made use of their hollow rhetoric to win votes and stay in power. A few ringgit doled out to the poor just before elections is not going to bring votes to UMNO or BN. What’s more, the poor on their part are not too ambitious to become filthy rich. Neither are they interested in going for a multi-thousand ringgit shopping spree or spending nights in posh hotels at the expense of tax-payers’ money. They are only seeking for the basic needs in life – food on the table, education for their children, a reasonable income to make ends meet and a decent shelter to live in.

In this country of opportunity not only the poor Indians who are marginalised. The poor Malays, Chinese and the Indigenous of this country – who have by design or default made this country their home – are equally been marginalised under the UMNO-led BN government. A responsible government has to see the rights and positions of all citizens irrespective of race, creed or religion honoured. This is clearly ordained in the constitution.

Since those who are marginalised are not confined to one community alone, it is time for every Malaysian to rise above racial politics, thrust aside racial parties, liberate this nation from endemic corruption and injustice at every level and cherish together for a Malaysia where the people can perceive themselves as less Malay, Chinese, Indian or Indigenous. The people should long for a government that is ‘colour blind’ – that helps all the poor irrespective of their race, creed or religion.

The voting pattern will swing when there are ethnic groups that are deprived of these basic needs and have come to understand that they are being discriminated against. Mere rhetoric and promises to win elections are not going to influence the enlightened poor to vote for the incumbent government. The voting trend will definitely change in the coming general election.

But Malaysia also has another face, another persona.

First, that there is something very rotten about the RM336.64 million National Feedlot Centre (NFC)/National Feedlot Corporation (NFCorp) “cattle condo” scandal – what with a RM250 million soft loan at 2% interest to promote cattle production used to buy two units of luxury condominiums in Kuala Lumpur and another condominium in Singapore, purchase of land in Precinct 10 Putrajaya, close to a million ringgit expenditures on overseas trips and extraordinarily high salaries for the family members of Datuk Seri Shahrizat, Minister for Women, Family and Community Development.

Second, that very high-level personalities are involved whether in the scandal or in the decision-making process resulting in the scandal, and that the personalities who must clear themselves include not only Shahrizat but also the Prime Minister, Datuk Seri Najib Razak who was then Chairman of the Cabinet Committee on High Impact Projects which approved the NFC project in 2006, Deputy Prime Minister, Tan Sri Muhyiddin Yassin, who was then the Minister for Agriculture and Agro-Based Industries, Datuk Seri Nor Omar, current Minister for Agriculture and Agro-Based Industries, even the former Prime Minister, Tun Abdullah as well as the entire former Cabinet before the 12th General Elections on March 8, 2008.

Third, the initial reactions of the various authorities unanimously trying to avoid touching the NFC/NF Corp scandal with a “barge pole”, although the Auditor-General, Tan Sri Ambrin Buang signed off the Auditor-General’s Report 2010 on 8th July 2011 with copies sent to the various relevant authorities, including the Cabinet – which probably explains the irresponsible inactions for more than six months, the delayed presentation of the Auditor-General’s Report in Parliament on October 25 when it should have been tabled in Parliament more than three weeks earlier on the first day of the Budget Parliament on 3rd October; the initial five-month refusal of the Malaysian Anti-Corruption Commission (MACC) to investigate the scandal; the refusal of the Public Accounts Committee Chairman Datuk Seri Azmi Khalid to allow the PAC to conduct immediate and urgent investigations into the scandal although the PAC may cease to exist any time with the imminent dissolution of Parliament for the 13th General Elections and the continued refusal of the Prime Minister and the Deputy Prime Minister to agree to a Royal Commission of Inquiry into the scandal.

Fourth, latest efforts by various personalities in a “cover up” and to wriggle out of responsibility for the “cattle condo” scandal – whether by using semantics claiming that the Auditor-General had never used the word “mess” in his report (when the facts that have emerged reveal that it was more than a “mess” and was indeed a “terrible mess”) and that the Auditor-General had mixed up the two entities of NFC and NFCorp.

Mess or no mess, there was corruption which must be probed

All in all, the building block for a grand conspiracy to cover up the NFC/NFCorp “cattle condo” scandal.

Such a conspiracy must not be allowed to succeed, as the NFC/NFCorp “cattle condo” scandal has become a symbol of the utter lack of seriousness of the Najib administration to combat corruption and head an accountable and transparent government, making nonsense of all the alphabet soup of GTP, NKRAs, MKRAs, etc as all propaganda with little real meaning.

Even without the RM336.64 million NFC/NFCorp “cattle condo” scandal, Malaysia has plunged to the worst ranking of 60th place and lowest score of 4.3 in 17 years in the 2011 Transparency International Corruption Perception Index.

With the continued obstruction and impediment placed in the way of a no-holds-barred investigation and full public accounting into the NFC/NFCorp “cattle condo” scandal, Malaysia can expect an even worse ranking and score in the 2012 Transparency International Corruption Perception Index.

Patriotic Malaysians, regardless of race, religion or political affiliation should unite as one to demand in a loud and clear voice for a Royal Commission of Inquiry into the NFC/NFCorp “cattle condo” scandal.

IF NOT, WHAT ELSE? PLEASE, DEPUTY PUBLIC PROSECUTOR TUN MAJID TUN HAMZAH, CAN YOU EXPLAIN? —DIN MERICAN

Case reopens doubts about Malaysian justice system

The politically-charged appeal of two elite Malaysian police bodyguards who were sentenced to death two years and nine months ago for the 2006 murder-for-hire of Mongolian translator and party girl Altantuya Shaaribuu is due on Feb. 10 in Malaysia’s Court of Appeal. The High Court trial, in which everything appeared to have been done ignore the question of who hired the two killers, stands in vivid contrast to the appeal filed by prosecutors on Jan. 19 in the case of Opposition Leader Anwar Ibrahim, in which everything appeared to have been done to bend the evidence to try to put the 64-year-old Anwar behind bars. As Judge Mohd Zabidin Mohd Diah pointed out in his not-guilty verdict, “the court cannot be 100 percent certain that the DNA evidence against Anwar was not contaminated.”The two bodyguards, Chief Inspector Azilah Hadri and Corporal Sirul Azhar Umar, were to be paid RM50,000 to RM00,000 to kill Altantuya, according to a confession by Sirul which was never produced in court.

Although the three-judge court is expected to hear arguments, it is unsure if the verdict on the appeal by the two will be concluded on that date. Even if it is, according to criminal defense lawyer Manjeet Singh Dhillon, that is unlikely to be the end of the case. If the two are found guilty once more, they have the right of appeal to the Federal Court, Malaysia’s highest tribunal. That could take as long as another 2-1/2 years, Dhillon said in an interview.

Although the Malaysian court system has been working to shorten the length of time appeals take, delays remain. However, the length of time this particular case is taking is extraordinary, Dhillon said. Indeed, however, he said, the appeal in Anwar’s case could take a similar amount of time. As with the Sirul-Azilah case, Anwar’s appeal to the Federal Court could also take another two and a half years after the appellate verdict.

The murder case been linked to the fortunes of Prime Minister Najib Tun Razak. Azilah and Sirul served as bodyguards in an elite police unit supervised by Najib, then the country’s deputy prime minister. It has continued to dog him as bloggers and journalists from France and other countries have continued to question his involvement. Also on trial with the two, but acquitted without having to put on a defense, was Altantuya’s jilted lover and one of Najib’s best friends, political analyst Abdul Razak Baginda.

From the start of the year-long trial, during which prosecutors and the judge were hurriedly switched without warning, to the end, when the verdict was delayed since February 2008 until after the United Malays National Organization convention that named Najib party leader and thus prime minister, the case has appeared more about suppressing evidence than determining the guilt or innocence of the accused.

Asked about the failure of investigative agencies to attempt to discover why no attempt had been made to ascertain who had hired the two to kill the woman, Dhillon responded: “Frankly, that is ridiculous. It clearly shows the intention of the investigative agency. If you are a hired killer, someone has hired you, and he is a far greater criminal, whoever it is. If I am the head of the investigative agency, I would want to know who the mastermind is. Everybody wants to sweep this under the carpet.”

The murder was one of the most gruesome in recent Malaysian memory. It is a tale worth repeating. By several accounts, the then-28 year-old woman, who was executed with two bullets to the head in a jungle clearing near the suburban city of Shah Alam and whose body was blown up with military explosives, was at the center of a massive scandal over the purchase by Malaysia of two French submarines and the lease of a third.

The sale of the submarines and other vessels by the French government-linked military contactor DCN to Malaysia, Pakistan, Taiwan. India and other countries have been investigated sporadically by prosecutors who have alleged it involves a string of murders and kickbacks paid to some of France’s top political figures.

Altantuya, then Razak Baginda’s lover according to Razak Baginda’s testimony to police, reportedly was a translator in the purchase, which cost Malaysian taxpayers €1 billion (US$329.1 billion in current dollars). The purchase netted a company controlled by Razak Baginda €114 million in “commissions,” according to testimony in Malaysia’s parliament.

By Razak Baginda’s own cautioned statement to the police, he grew tired of Altantuya and broke up with her after a year-long affair in which he gifted her thousands of dollars. However, she flew to Malaysia to demand as much as US$500,000, according a letter found after her death. Other reports alleged the payment was for her part in the purchase of the submarines.

As she stood in front of Razak Baginda’s house, demanding that he come out, the two policemen, accompanied by a policewoman, swooped down on her, tossed her into the back of a car, and she was never seen alive again.

In a cautioned statement that was never introduced in court, Sirul testified that in her last moments, Altantuya begged for her life, saying she was pregnant. Sirul said he and Azilah had attached explosives to the woman’s legs up to her abdomen and her head, raising questions why they had sought to destroy her abdomen rather, for instance, than her hands, which could identify the body. Presumably the explosives would have destroyed any DNA samples of whose baby was inside her, if any.

P. Balasubramaniam, a private detective hired by Razak Baginda to keep the woman away from him, swore in an intensively detailed statutory declaration that he was told by Razak Baginda that Altantuya had been the lover of Najib as well, that she liked anal sex, and that she had been passed on to the analyst because Najib intended to become prime minister and didn’t want a sex scandal hanging over his head.

In the declaration, Balasubramaniam said he had seen text messages from Najib after Altantuya disappeared, telling him to “be cool” and that he would take care of the matter. After delivering his statutory declaration, Balasubramaniam was summoned to a Kuala Lumpur police station, where he was forced into a total recantation of the document. He and his entire family disappeared. There apparently was never an attempt made by the court trying the three men to find him and ask him to testify as to the accuracy of the statement.

Other questions remain. In Sirul’s cautioned statement, the police constable said Azhar told him Najib’s chief of staff, Musa Safri, had ordered them to pick up the young woman. Azhar first suggested going to the Hotel Malaya, where Altantuya and two friends were staying, to kill them all, but decided not to because of the presence of closed-circuit cameras. Neither of the two was ever asked in court about Musa’s involvement in the matter, nor about their relationship to Najib.

Burmaa Oyunchimeg, Altantuya’s cousin who accompanied her to Kuala Lumpur and one of the two women whom Sirul and Azhar presumably intended to kill in the hotel, testified in the trial that she had seen a picture of Najib together with Razak Baginda and Altantuya. Najib has sworn on the Quran that he had never met the woman.

Both the prosecution and the defense leapt to their feet and asked that her testimony be stricken and she was never asked about it again. She also testified that when she attempted to leave the country, there was no indication that she had ever arrived there, leading to questions of how her records had disappeared from the immigration department. No questions were ever asked about how that could have happened either.

When Razak Baginda was first brought into court in June of 2007, his wife, Mazlina, angrily shouted, asking why he was being brought to trial when he had no ambition to become prime minister, which could have been construed as a reference to the allegation of Najib’s relationship to Altantuya that was described by Balasubramaniam. Mazlina has never been asked to explain her statement.

Nor has Najib, along with Musa Safri, ever been asked to appear in court or been questioned about the case. It appears unlikely that they ever will be.

M.C.A IS ROTTEN TO THE CORE

The MCA president is frequently reported in the main stream newspapers busy giving out cash handouts to Indian and Chinese temples and its related NGOs like Hindu society. Yesterday it was reported in Tamil papers that Dr. Chua Soi Lek gave away RM141000 to 17 Hindu temples and Hindu societies in Tanjong Malim parliamentary constituency. Dr Chua was also reported in earlier days, giving out cash handout to Hindu temples, Chinese temples and Indian churches in Labis constituency. It’s heartwarming to see the MCA president handing out cash generously to religious institution. But these cash handouts are needed by people who are alienated and marginalized urban squatters and not the religious institutions which will be taken care byprovidence itself. The MCA president seems to opportunistically use the poverty of rural Indians for his political expediency. Such handouts will make these rural people dependent on BN. This is great service of MCA president to Indian community.

The Indians were long marginalized and deprived by the BN government need job opportunities, scholarship and higher education facilities and small business opportunities in local councils and government agencies and inclusive government policies. These are the urgent needs of the Indians and not cash handout to temples. The Indian community needs to recover and regain their political right as citizens of this country which has been steadily eroded by BN with the support of MIC. By offering cash handout out to Indian temples while simultaneously supporting UMNO racist policies, is Dr. Chua trying to keep Indians under the thumbs of UMNO. In offering cash to temples does Dr. Chua has the best of intentions for Indians or is this one form of bribery to entice Indian vote for MCA? Looks like Dr. Chua is bribing the Indian god to secure Indian votes because the Chinese votes are not for sale.

The way MCA president disbursing cash is clearly targeted at getting Indian votes in MCA constituency. Money handout by MCA starts much earlier than the actual election dates. Cash and goodies flows all the year round for BN parties. Only SPR cannot notice the cash handout. It is clearly visible that, after the 2008 elections, UMNO has lost confidence in MCA and MIC to secure the Chinese and Indian votes. The Prime Minister has appointed special officers reporting directly to him to reach out to Chinese and Indian voters with handout on their own. UMNO operates as though they don’t need any other component parties. UMNO can disburse cash themselves. They don’t need Chua Soi Lek to distribute their cash. But Chua Soi Lek needs to show gullible voters that they are also powerful and they too have cash to distribute.

As the saying goes that some things never change. UMNO cannot be reformed therefore it has to be removed. MCA and MIC hangs on to UMNO for their own survival and keep bribing and giving false hope to their members that all are well and good. If MCA and MIC have any pride and dignity for themselves and their party, they should stop bribing voters to vote for UMNO. The stakes are high for MCA president to get his son Chua Tee Yong to be appointed as a minister after the next election. After all MCA and MIC are all about what is in it for them. That’s what these disbursements of cash are all about. Throw in small fish to catch big fish.

Everyone sees Umno as giving orders and instructions to MCA, but it is MCA which is pulling Umno’s strings and it is done in such a covert manner that no one, not even Umno, can see it, much less detect it.

And that is why compared to the Umno strategists, Chua is the better game-player!

This means that Umno has given “tacit approval” to MCA to talk bad about Islam. Umno has left MCA to its own devices but yet it has to continue helping MCA to woo the Chinese. It is really laughable that Umno has failed to see through this simple ploy.

Umno is now MCA’s lackey. MCA has made a fool of Umno while Umno continues to think that MCA needs its assistance.

MCA can continue to do its part in the attacks on hudud to get Chinese support but if the Malays reject MCA, then it is Umno’s fault.

Umno does all the work but if things go wrong, Umno gets the blame. However, if the Chinese and Malays vote for MCA, MCA gets the credit for the “hard work put in”. Brilliant! The MCA is to drop at least one-third of its lawmakers in the next general election where president Datuk Seri Dr Chua Soi Lek believes the party can gain more than the dismal 15 federal seats it kept in Election 2008.The MCA president based his optimism on the belief that the Chinese community has returned to Barisan Nasional’s (BN) fold. Most Chinese, who mainly live in urban areas, swung to the opposition in the last general election.READMORE http://themalaybusinesstribune.blogspot.com/2012/01/mca-president-is-disappinted-that-mca.html

It is responsible for corrupt municipalities, power and water shortages, a slow judiciary and a brutalised, politicised police force.

To stem the rot, reform must begin from the top. The Indian public, long a mute spectator to its own plunder, has finally awoken – thanks partly to Anna Hazare’s crusade as well as to sections of the media still uncompromised by vested business and government interests.

This is not a news item that is likely to make the government or its vast machinery sit up and take note. After all, in all ‘fairness’, we have a humongous machinery in the name of government that does not sit up and take note of anything for that matter, does it?

Clearly, service mentality and the Government rarely go together in our part of the world. This is because by definition, one is supposed to have no service or performance matrix for government servants. By definition, no one in the government sector may easily be penalized, leave alone lose his or her job, for such cavalier treatment of those they are supposed to serve. And yet, the same government servants will be at their servile best before political masters who often demand services they are not entitled to.When I look at Najib, Muhyiddin, Mahathir, Ibrahim Ali – all those bombastic self-proclaimed Ketuanan Malay “leaders,” I do think of Hang Tuah! Huh! All they remind me of are Field Marshall Idi Amin Dada, Mobutu Sese Seko, Robert Mugabe and His Excellency Benito Mussolini Head of Government, Duce of Fascism, and Founder of the Empire. Yes at one time or another they were all leaders of their people, all striding to the sound of brass bands and traveling around in motorcades flanked by armed guards. Leaders they might be but they were all totally oblivious to the look of contempt and disgust from the very masses that they consider themselves to be Lord and Master over. Totally oblivious of the massive harm they have done to the country they ruled. Totally oblivious to the crumbling ruins of their government because all they see are the trappings of power and their personal needs. Never the misery of the people they rule.I want you all to understand this. When in power these kinds of leaders will do what they want. They would not investigate themselves. MACC, the AG, the Judiciary and PDRM (among other Government entities) are there to ensure that these leaders are given the means and leeway to do what they want. And what they want is to stay in power and make money for themselves and their cronies.

And who are the people who have been in charge in Malaysia? For 22 years of the last 30 years it has been this man call Tun Dr. Mahathir bin Mohamad.

The final moments of Mongolian Altantuya Shaariibuu before she was brutally killed in 2006 has been revealed in vivid details in a French newspaper today.

Journalist Arnaud Dubus, who traveled halfway across the world –from Kuala Lumpur to Ulan Bator,Mongolia and finally to Paris –for his investigation, unearthed a piece of documentary evidence exposing how Altantuya was allegedly killed.

The document –said to be obtained from a source in the Malaysian police –has not been revealed during the two-year-long murder trial of Altantuya.

According to a lawyer who was involved in the case, the document which is a caution statement made by an accused in the grisly murder, was not admitted in court.

This was following an Attorney-General’s Chambers directive in 2005 for the prosecution not use caution statements since they are often challenged by the defence arguing that they are obtained through questionable methods, and thus delaying the court process.

In his report which appeared in left-wing Liberation newspaper,Dubus wrote that the document revealed “dry and precise descriptions”on how Altantuya was killed.

Malaysiakini is unable to reproduce all the details of the document due to possible legal complications that could arise as a result of the on-going murder trial.

Last month,Shah Alam High Court judge Mohd Zaki Md Yasin set April 9 to deliver his decision on the fate Sirul Azhar Umar and Azilah Hadri –the two special action force police personnel accused of murdering Altantuya.

The police document obtained by Dubus detailed on how Altantuya, who was referred to as ‘the Chinese woman’in the document, had begged for her life, and stated that she had children, before she was shot.

It also mentioned that Altantuya was shot on the left side of her face, after which her clothes were removed from her body and put in a black plastic bag.

According to the document,Altantuya was shot another time when her hand was seen to be still moving.

Altantuya was subsequently carried into the woods where explosives were wrapped around her legs, her abdomen and her head before she was blown to pieces.

The document clearly identified Altantuya’s killers and the respective roles they played.

Three months of investigation

Dubus told Malaysiakini that he spent three months investigating the case.

“I spent two weeks in Kuala Lumpur, then went to Ulan Bator where I stayed one week. Then,in Paris in January where I spent 10 days,”he said in an email interview.

In his Liberation report, which was written in French,Dubus wrote about Altantuya’s relationship with political analyst Abdul Razak Baginda and the role she played in the purchase of French submarines by the Malaysian government.

“In March 2005,Altantuya and (Abdul Razak) Baginda departed for Europe, touring France,Germany,Italy and Portugal in the red Ferrari of Baginda, staying in posh hotels and dining in the finest restaurants of the old Continent.

“This trip, however, was not only for tourism:the contract for the sale of the submarines had been signed in 2002,but important details had yet to be settled,”wrote Dubus.

“We knew that Baginda was used by Deputy Prime Minister Najib Razak as an intermediary for weapons systems deals, especially the high level ones,”a regional security affairs expert had told Dubus.

Dubus also quoted Altantuya’s cousin as saying that Altantuya and Abdul Razak were in Paris in March 2005,where they met with Najib.

“A picture taken at the end of March 2005 shows the three in a Parisian private club,”he wrote, disputing a denial by Najib that he had ever met Altantuya.

He said that the story “turned dramatic”when in October 2006 Altantuya was informed that the commission paid by the French-Spanish company Armaris –which sold three submarines to the Malaysian government for one billion euros (RM4.7 billion) –had arrived at a Kuala Lumpur bank account.

It was revealed that 115 million euro (RM541 million) commission had been paid to Perimekar,a company owned by Abdul Razak.

“Baginda and Altantuya broke up prior to this. A jealous Rosmah Mansor, the feared businesswoman and wife of Najib, objected any payment to Altantuya.

“Altantuya arrived in Kuala Lumpur with two other Mongolian women, one of them was a shaman responsible for putting a spell on Baginda if he refused to pay.

“For several days,Altantuya harassed her ex-lover. On Oct 18,Baginda could no longer tolerate the daily scenes made by Altantuya in front of his house,”wrote Dubus.

It wasn’t a perfect crime

The case was not a perfect crime, said Dubus. Altantuya was kidnapped by the two police officers in front Abdul Razak’s house.

“The taxi driver hired by Altantuya for the day did not appreciate that his passenger was kidnapped under his eyes without payment for the fare. He took note of the registration plate of the kidnapper’s car and filed a complaint at the local police station.

The police were able to quickly identify the car.

“Events unfolded that even the Deputy Prime Minister Najib Razak could not impede. He tried to cover the case. A few hours before the arrest of Baginda,he sent him a SMS:‘I will see the inspector general of police at 11am today…The problem will be solved. Be cool’.

“A few hours after,Baginda was arrested as well as the two police officers,Azilah and Sirul.”

Abdul Razak was initially charged with conspiring in the killing of Altantuya but he was acquitted without being called to enter his defence.

Dubus said that the case is not only embarrassing to Najib, who is linked to the case, but also DCNS –the French military shipbuilding company which bought over Armaris in 2007.

The 45-year-old French journalist, who is based in Bangkok, has written several books on Southeast Asian history and politics, including a book on the military in Indonesia and Thailand.

According to him,his next book could be on the Altantuya case.

Wife of Mao Tse-tung, Jiang Qing was able to reach the highest position within the communist party. It is believed that she was the driving force that propelled the Cultural Revolution of China, of which she was the Deputy Director. It was during this 10-year period that important artworks and literary pieces were destroyed, intellectuals were sent to prison, and many had their human rights violated. Many Eastern and Western sources estimate the death toll to be around 500,000 from 1966-1969 alone.

What characterizes gangsters?

Is there any difference between what GANGSTERS do and what UMNO is doing?

Use of force, fear, bribes, threats, violence, deceit, unchallengeable positions, indulgence, and parasitic existence and not worrying about appearances would be a reasonable answer to the first question.

To answer the second question “Is there any difference?”

I will examine how UMNO performs in many of these dimensions to answer that question.

Force –The Police, the Attorney General’s office, the Courts (I will call them the Unholy Trio from now on) are the instruments of force of UMNO.You see them figuring prominently in all occasions where UMNO’s lawlessness are questioned.Being involved with Hindraf Makkal Sakthi, I can tell you that, without batting an eyelid– our people are constantly threatened with detention under ISA, or with charges of sedition, or are charged with being involved in an illegal organization after UMNO unconstitutionally and unlawfully outlawed Hindraf. The form of force used and the way it is administered may vary in specifics between the gangsters and UMNO but in essence they are the same – UMNO and the gangsters equally resort to force because that is the sole source of their power.

OR A FUNDAMENTAL CHANGE OF HOW POLITICS IN MALAYSIA WORKS.

Mahathir portrayed himself as a patriot who “gave his life in the service of the nation,”

Throughout his rule, mahathir has put close members of his cronies in charge of key state institutions and security forces, Leaving that network intact could allow mahathir to continue to shape events in Malaysia, even without the title of prime minister.

“I don’t think we have seen the last of mahathir as prime minister,”

During Mahathir’s era, the corruption was done in a systematic way, you let the goose lay its golden egg before you take it and not the current way of slaughtering the goose hoping to get all the golden eggs. When there’re not enough eggs to be distributed, chaos erupts as everyone would get anxious, panic and greedy thus triggering the process of massive corruption. This is bad for next UMNO leaders (such as Mahathir’s own son or dynasty) as there would be nothing more left. Suddenly it appears bringing Najib down is much more easier than Abdullah Badawi.

However, there’s a risk that Mahathir’s plan may backfire if the opposition manage to capture Putrajaya in the next general election. The objective was to unseat Najib Razak as he carries too much baggage so much so that he may bring UMNO down to a level which is beyond repair. When that happens all the corrupt UMNO warlords would need to take the first flight out of the country so you don’t need to be a rocket scientist to decide whether it’s worthwhile to keep Najib Razak. Gosh, the plot thickens and become super interesting.

One cannot help but fell off the chair laughing after read that Najib said he cancels a family vacation because he wants to spend more time with Malaysians. This was perhaps the best joke ever by premier Najib since he took over from Abdullah Badawi. This joke actually worth a thousand “Like” on his facebook page. Forget about Bersih 2.0 because this guy may quit under pressure – not from opposition parties or Bersih 2.0 but from his internal UMNO party. Boy, if it was true that the US$24 million controversial diamond ring indeed belongs to his wife Rosmah Mansor, that ring is cursed.

Anyone notice the deadly silence from Mahathir after the Bersih 2.0 rally that instantly flush Najib’s popularity into the toilet bowl? I’ve wrote earlier that Najib administration’s extreme stupidity in tackling the simple issue of Bersih 2.0 made the whole episode smells rat. Najib can’t be that foolish (or was he?) and even if he was indeed stupid, his wife would have save the day, unless of course the plan to unseat him has been brought forward by his own circles.Mahathir doesn’t like Najib for two main reasons - his wife and his close connection with Singapore Government.

It seems Najib may have to quit soon, probably before his term expires in 2013. And if Najib plans to stay until next year to enjoy more free overseas holidays using taxpayers money under his capacity as the prime minister, his dream is now short-lived based on his emergency return to take control of Putrajaya. How on earth could everything turns upside-down before his “shopping” trip to United Kingdom and Italy ends? It appears he has no other option but to call an early election,

“This blatant inconsistency about our precious rights and freedoms makes independent judges and the Rule of Law all the more important.”

You’ve probably noticed, we enjoy keeping our homes clean and organized as much as possible, especially when we have more time on our hands over the weekends. And it just so happens that today is a ‘big’ cleaning day for many Asian ethnicities. Why? It’s Lunar New Year’s eve and on this day tradition, or rather ritual (and perhaps superstition), dictates that households should thoroughly clean their homes to expel any negative energy or bad luck and to make way for good fortune to come in the new year

Najib go hang your self

Najib go hang your self It is odd that the government should have chosen law and order as its final alibi after some exhausting self-laceration in its search for a credible explanation Why do we say “law and order” rather than “order and law”? Simple. Law comes before order. Law defines the nature of order. … Read more

We’re not the superstitious type but if a deep cleaning of our homes will somehow bring good fortune into our lives, we say why not? So we did some digging and we’ve gathered a list of lunar new year cleaning traditions, including to-dos and tips, that supposedly should welcome prosperity into your home. Or keep these pointers in mind for the next time you go on a major cleaning spree.

Start from top to bottom. Sounds like a no-brainer, but dust and particles fall with gravity, so make sure you dust the blinds before you mop the floor — lest you want to mop twice. And clean from room to room, vacuuming or mopping up each room directly after cleaning that specific area. You should allocate separate cleaning cloths for each room, as to minimize cross-contamination.

Trash old and unused items. This means especially magazines, calendars and dated material. This is not only a good de-cluttering rule to live by, but many Asian ethnicities believe that bad luck can live in your old belongings.
Consider front and back door uses. Sweep from the entrance in toward the center of the room, and make sure to take out the trash using a back door if you have one; it’s believed that good luck enters through the front entrance while bad energy should be ushered out back. Thus, keep the front door area neat and tidy. But remember, it is considered bad luck to sweep on or a few days after the New Year because it’s a belief that you’ll be sweeping away any newly received luck, so do it right before on new year’s eve.

A former National Feedlot Corporation (NFCorp) employee, who is alleged to have leaked the company’s financial records, was fired for stealing RM2.7 million in cash and will soon face criminal charges, Datuk Ibrahim Ali said today.

The Perkasa chief said the “non-Malay” marketing executive, who was in charge of collecting cash payments from the NFCorp’s clients, had squirreled away RM10,000 to RM20,000 daily before he was caught by company accountants.

NFCorp chairman Datuk Seri Mohamad Salleh Ismail subsequently lodged a police report and sacked the employee in question.

“It turns out before this Datuk Salleh had two non-Malay employees. They handled RM150,000 in cash every day. One of these employees siphoned off the money,” Ibrahim told reporters at Hotel Putra here.

He further alleged that the employee then stole the company’s cashbook as revenge for the dismissal and may have sold it to PKR, which led to the charge against the scandal-tainted NFCorp.

The marketing executive will be charged in court soon for embezzling company funds, Ibrahim added.

The Malay rights leader said this after a meeting called by Salleh to brief Perkasa and 11 other NGOs on the allegations involving NFCorp.

Ibrahim also said the cashbook given to PKR by the whistleblower was only “half the story” as it did not state the reasons for each expenditure by the company.

He stressed, however, that he was not taking anyone’s side and that he would leave it to the Malaysian Anti-Corruption Commission (MACC) and the police to carry out a proper investigation into NFCorp’s finances.

The publicly funded NFCorp hit national headlines following last year’s Auditor-General’s Report, and has continued to hog the limelight after it was linked to federal minister Datuk Seri Shahrizat Jalil’s family.

Salleh, who heads NFCorp, is Shahrizat’s husband. Their three children also hold directorships in the company.

PKR has since made several revelations relating to the scandal, including NFC’s purchase of two luxury condominium units in Bangsar, Kuala Lumpur, and the alleged use of project funds to pay for Shahrizat’s and her family’s personal expenses.

The opposition party has also alleged that Shahrizat’s family used nearly RM600,000 of the NFC project funds to settle their credit card bills in 2009.

But NFC’s management has maintained that the credit card expenses were solely for business purposes.

It has also denied allegations that funds from the RM250-million government loan were channelled into its accounts before the loan agreement was signed.

Shahrizat applied for three weeks’ leave from her duties two weeks ago after new allegations of bribery surfaced in the NFC project.

Deputy Prime Minister Tan Sri Muhyiddin Yassin announced last week that the government would appoint an auditor to scrutinise NFC’s books in light of PKR’s accusations.

Abdul Jalil over the scandal surrounding her family’s business, the National Feedlot Corporation. One or two colleagues called for her to step down, but the overwhelming majority stood by her and castigated the Opposition for exposing the scandal.

This begs the question: Can UMNO change? As the major party in the Barisan Nasional (BN) government, can it truly stand up for other races as well, and work for their well-being? Can it stay clear of corrupt practices? Can it stop dishing out favours and projects to party leaders and their cronies? Can it save Malaysia from financial meltdown or will it rather bleed our coffers dry?

The online news website The Malaysian Insider sums it up eloquently: “UMNO looks set to win the polls in the next general election but yet looks woefully ill-equipped to lead a multi-racial country. … One expects delegates to articulate a vision to continue its previous success but that did not happen. Instead, delegates harped on age-old themes of having their culture and faith eroded by political foes taking over the country. That they are the only guarantee of faith and culture. What about the economy? What about the reforms? What about Malaysia? … Everything is centred around UMNO… But they didn’t articulate the vision for continued success. … Instead, everyone is at fault except those in UMNO.”

— For Tamil schools to improve, educators need to work on a “blueprint” for the entire system, Datuk Seri Najib Razak said today.

“I propose Tamil school educators to organise a seminar and produce a ‘blueprint’ that will be used to develop Tamil schools in the country,” the prime minister said in a speech after meeting with the community today.

He said such an overhaul was necessary for Tamil schools to be more forward and provide competitive and excellent education.

The cat is finally out of the bag. A senior former Umno minister admitted that his party bought votes during elections.

The Angkatan Amanah Merdeka (Amanah) deputy president and former tourism minister Abdul Kadir Sheikh Fadzir said it was “common knowledge” that such corrupt practices occurred, especially among his Barisan Nasional (BN) colleagues.

And now, Kadir is calling on the BN government to do away with vote buying during elections, a practice he admitted has happened in the past.

“Amanah has asked that there should be no ‘distribution of cash’ to buy votes. It is now common knowledge that two, three, days before voting day, some political parties go about with cash (to bribe voters),” he told FMT.

Kadir said it was an Amanah consensus that all government parties should be strictly prohibited from such practices to ensure free and fair elections.

Asked if he was pointing to political parties from both sides of the political divide, he plainly said: “No, basically we’re talking about the government parties.

“Opposition parties mana ada duit (where do they have the money?) I can say that a lot of BN members are perpetuating such acts.”

On electoral reforms, Kadir said that Amanah fully supports the call for a “care-taker” government to take over the administration of the country at least three months before the dissolution of Parliament.

“This is so all government agencies will be neutralised at this point. When election comes, government machinery cannot be used to support the ruling coalition. Government funds for election should not and cannot be used,” he said.

Amanah’s stand

Kadir also said that it was “obvious” that the opposition had very limited access to the media.

“We (Amanah members) have agreed; it is so obvious that the opposition has no access to the mainstream media, that is not fair. We must ensure that there is fair access,” he said.

Kadir also said that the delineation of constituencies has to be properly discussed so that it would be “very fair” to all parties, and that should be the next priority.

He said that Amanah, the new NGO led by Umno veteran Tengku Razaleigh Hamzah, was fully committed to “returning the country to the rakyat”.

“When we achieved Merdeka, it was the rakyat who got the independence, not Tunku (Abdul Rahman), not even the Sultans. Therefore free and fair elections, which were there during the time of our founding fathers, should be returned.

“The spirit of our founding fathers and the rakyat’s rights have been hijacked along the way,” he said.

He reiterated Amanah’s stand that the Parliamentary Select Committee for electoral reforms should revamp the system before election is called as there is “ample” time before the government mandate expires in 2013.

Khairy wants proof

Meanwhile, when asked to comment on Kadir’s statement on vote buying, BN Youth chief Khairy Jamaluddin said it was insufficient for Kadir to claim vote buying exists without furnishing proof.

“If he makes such accusations, he has to come up with proof. He has been a minister for a very long time, a very senior politician; he should furnish us with proof,” said Khairy, who supported call for the general election to be called after PSC has come up with recommendations.

Kadir, when asked if he would furnish proof of existence of vote buying, said he would not respond immediately as there was ample time to do so.

Meanwhile, Bersih 2.0 steering committee member Wong Ching Huat commended Kadir’s admittance and called for Amanah to take it one step further by pushing for investigations on “un-investigated” cases of vote buying.

“I welcome his honesty. I hope that people who know about this, people who are formally involved, would come out as star witnesses,” said Wong.

He said law enforcement needs to take place, and urges Amanah to also stand up and put pressure on several “unsolved” cases, citing Sarawak as an example.

On having a “care-taker” government, Wong said that a “neutral” caretaker government would be possible, but might be quite hard to implement.

However, he suggested that the more feasible, and realistic, execution of such an idea is to extend the campaign period and to prohibit any promise or spending of monies in areas where election is held.

“The government should not announce any distribution of funds unless for emergency purposes. And if any, then all political parties should share the limelight; that would be fair. And this would kill off a lot of abuses,” said Wong.

He added that Bersih 2.0 believes in the need to have an Administrative Neutrality Act, where a clear line would be drawn to criminalise any conscious and deliberate effort to abuse state resources for partisan gain.

“For example, if you allow usage of a community hall to one party, and decline usage to another party without any justifiable reasons, then you can be punished,” he said.

Almost immediately after the hullaballoo ended at 5 pm on Monday, the major political parties activated their war rooms. It is here the Machiavellians plot their 24-hour revolution through black money, white lies and grey areas. Their foot soldiers would soon fan out, wielding such weapons of mass deception as wads of currency, glib talk and gallons of chemicals to put makers of the indelible ink to shame and show the middle finger to democracy.

In many parts of the Dravidian land, newspaper readers anxiously open page-three without a glance at page-one. For, tucked away there would be crisp currency note from which the Father of the Nation smiles a tired smile. Some others open their doors before the milkman comes, and find dhotis and saris that had mysteriously materialised overnight. The only signs of the midsummer Santa Claus would be on the borders of the fabric that depict rising suns or a pair of leaves.

The election commission has so far seized Rs 33 crore from people who were ostensibly out to distribute them for votes. Among those arrested for cash distribution was former telecom minister A Raja’s elder brother A Kaliaperumal. Chief minister M Karunanidhi compared the EC’s crackdown to the Emergency; many ‘traders’ went to courts saying the commission was harassing them while they were just transporting money for their livelihood. The courts said such people could get back their money by producing proof that they were being taken on genuine business. None has claimed back his ‘trade’ money yet.

Political parties have not just relied on the quality of their candidates in this election

Election results in the southern Indian state of Tamil Nadu are expected to be announced on Friday, but observers fear voters may have been swayed, not by the strength of the economic and political policies of major parties, but by promises of freebies and giveaways.

Ramya Mani’s home is a small, dark space. There are only two items that catch the eye, one on each side of the rectangular abode: a gleaming gas stove and a tiny television.

Both are thank-you gifts from the incumbent DMK party, unmissable, unforgettable tokens of appreciation for being a faithful voter.

Ramya, along with tens of millions of people in Tamil Nadu, has been thanked by the DMK party in this way for the past five years.

Win-win voting

The practice of pledging gifts for votes in this southern state began in 2006.

Experts say more than 15 million televisions have been handed out by the DMK Party since 2006

In a last-ditch attempt to salvage an all-but lost election the DMK Party – then in opposition – promised to give voters free television sets if elected.

And much to the surprise of their political opponents and fierce critics of the scheme, the DMK won.

So successful did other major political parties perceive the strategy to be, that this time round they too built freebies into their campaign manifestos.

From blenders, ceiling fans and washing machines to gold, home loans and cattle, a whole host of consumer goods were offered to voters in return for their support at the ballot box.

Television commercials even showed leaders of major parties handing out gifts and happy voters walking away with bags of grains, gold and laptops.

Voters admit the giveaways have been quirky and enticing.

Political parties painted freebie pledges and lists of items of offer in villages like Nazarath Peth, an hour from the state capital, Chennai.

Those the BBC spoke to in and around the state capital Chennai said that parties had made attractive offers.

However most people were quick to add that they would have voted for their chosen candidates even if there were no material gains to be had.

Observers of this assembly election are more skeptical. They argue that the freebie-frenzy sidelined debate on issues of state-wide significance such as rolling power cuts, price rises and law and order.

S. Subramaniam Balaji, a Chennai-based lawyer who has taken his case against the DMK’s TV-for-vote scheme to the Supreme Court of India, says that the superficial focus on gift-giving was disappointing.

But he adds what is of deeper concern is the potentially wasteful use of public funds.

Expensive freebies

Over the past five years the DMK Party has attempted to fulfil its campaign pledge and deliver television sets to households across the state. Around 15 million small screens have been provided.

Each television is worth around $30 (£18). Multiply that by how many have been handed out and the cost is astounding.

Mr Balaji says it is clear that the funds used to roll out these thank-you presents come from government coffers that should be used for more substantial things like infrastructure projects or social welfare programs.

Addressing the legality of providing gifts in return for votes Mr Balaji contends that it is bribery, an act prohibited under the constitution of India.

Others claim that some voters may have rationalised the receipt of gifts.

N. Gopalaswamy, a former chief of the election commission says that many voters view them simply as the return of their taxes in the form of goods and services.

The TVs-for-votes scheme may have cost the state of Tamil Nadu hundreds of millions of dollars, but observers say that bill may be nothing compared with how much it will cost the winning party to deliver on pledges of items like gold and home loans.

Mr Balaji warns the proliferation of such schemes spells economic disaster for the government of Tamil Nadu.

Show me the money

The state election commission claims it clamped down on the cash handouts to voters in the lead up to the 13 April poll.

Opposition parties have joined the freebie contest

Just how much money it seized from various parties and candidates is unclear.

However local reports suggest that Tamil Nadu may account for 80% of all cash seizures during assembly polls across four states this year.

While the body has been able to prevent the movement of some funds, it has been unable to stop political parties and candidates from promising goods and services.

Mr Gopalaswamy says that this is because giveaways have been written into election manifestos, making them part and parcel of legitimate campaigning.

The former election commission chief adds that while the body has been more proactive in following the campaign money trail this time round, only so much can be done.

When it comes to freebies, the onus to stop the practice lies with voters themselves.

Mr Gopalaswamy points out that voters must decide to take, or not to take.

Bad habits

The enticement of voters with flashy giveaways may appear to be a localised issue, unique to Tamil Nadu.

However there are fears that the perceived success of the practice may encourage candidates and parties further afield to use such a strategy.

Mr Gopalaswamy agrees that some campaign measures used in the state may set dangerous economic and political precedents.

Those who have been campaigning against the gifts-for-votes practice say that, at a fundamental level, it is corruption.

They insist that authorities at the highest levels, particularly in Delhi, must be held accountable.

Rani told the BBC she was promised a washing machine in return for her support at the ballot box

At the heart of this issue Mr Balaji says is the spending of state funds on private assets. He says many millions of dollars are at stake in Tamil Nadu, and that freebies-for-votes exemplifies bad political and economic practice.

More interesting still is the long-term impact such campaign measures may have on the mindset of voters.

When talking about the freebies she has been offered, Ramya Mani says she welcomes them, because before she was given a television and gas stove, she had nothing.

But she adds that if the party she voted for does come to power that they will lead the state well.

Mr Balaji senses that voters are starting to see past the payouts.

He hopes people across Tamil Nadu, and possibly India, will start to tell the difference between superficial promises and real ones.

Big issues

The results of the assembly elections in Tamil Nadu may not prove to be as historic as those in states such as West Bengal.

But a change in government in the southern state may have an impact on politics in the country’s capital, Delhi.

The incumbent DMK Party is a crucial minority in Prime Minister Manmohan Singh’s United Progessive Alliance (UPA) coalition.

Critically, analysts say a change in government may affect the course of investigations into the second generation phone license scandal.

A. Raja, the former telecoms minister, is a member of the DMK and in recent weeks investigations have focused on the role of the party in the scam that may have cost the government $40bn in lost revenues.

The quirkiness of the consumer bonanza aside, experts insist there are very valid reasons to watch the outcome of this state election closely.

CHENNAI, March 25 (Bernama) — Election campaigns are becoming an

increasingly costly affair for politicians in South India, as they shift from

traditional free gifts like sarees for women to laptops for students.

Voters in Tamil Nadu are being lured with all sorts of freebies, from rice

cookers, mixers, free rice for housewives, and laptops for students to gold for

poor new brides — some popular items on party manifestoes.

As the southern Tamil Nadu state, boosting about 65 million people, gears

for the 14th Legislative Assembly polls on April 13, the freebies war to capture

voters is heating up.

Leading parties like the DMK (Dravida Munnetra Kazhagam), headed by chief

minister M. Karunanidhi and his arch political rival actress-turned-politician

J. Jayalalithaa, leading AIADMK (All India Anna Dravida Munnetra Kazhagam) are

in the race to form the next government.

Last week, DMK kicked off its campaign, promising laptops for engineering

students, 35kg of rice every month for poor families, free grinders or mixers

for housewives to free electricity to coconut and horticulture farmers.

–MORE

ELECTION-FREEBIES 2 (LAST) CHENNAI

To counter DMK, Jayalalithaa dolled out a juicier manifesto this week –

among them — electric fan, each woman to receive a mixer and grinder, laptops

for students, free goats and cows, four grammes of gold plus 25,000 Indian

rupees (RM1,700) as a gift to new brides.

In addition, if the bride is a graduate, she gets extra – 50,000 Indian

rupees (RM3,400) and gold too.

“DMK has promised either grinder or mixer whereas I will give you both,

remember,” Jayalalithaa told her voters.

It is just the beginning of electoral campaigns in the prosperous state, but

political punters say the list could lengthen as politicians would try to

outwit their rivals.

National Council of the Allied NGOs legal adviser Mohd Khairul Azam, responding to comments posted by both bodies, said it was wrong for them to blame the Government over the appeal.

Anwar should not lobby international groups to pressure the country in what is a personal case,” he added.

Former Bar Council president Ragunath Kesavan said without political interferance the A-G had a right to appeal, in line with the due process of law.Human Rights Watch Asia Division deputy director Phil Robertson was quoted as saying in an online portal that it was unfortunate the Govern-ment did not take the chance provided by the trial court judge for it to “bow out gracefully” from Anwar’s prosecution.

This is so simple, it amazes me that many people do not see through it. A judge is there to keep the balance, that is all, that is for the attorneys. If there is no argument, how can anyone blame this judge. Is it only myself who see’s that Gani patail’s has taken this situation and tried to place blame where there is no blame. Instead of saying his office made an error, he lies. That is it, he has lied, knowing most people do not care for what the processes are, why the judge is there, and his offices responsibilities. It was up to his office to place an argument before the court and his office did not do this. That is the reason this criminal has another victim. It is that simple. I find it very sloppy legal work and not much for our tax dollars. People have to remember that the legal system might not be perfect, but it is there to protect innocent people. A judge has to keep opinion from his or her mind and only deal with what is put before them. And in this case

Gani’s office failed to put the proper arguments before them. Didn’t even try as a matter of his own words. What does that say about his office? I’d not be here commenting if I had not been one of the people who sat there thinking that the judge was to blame. I feel that Gani’s betrayed the public when he lied to keep the public from seeing the truth. Anyone that cannot face the consequences of their own actions is a coward in my opinion, and maybe not worthy of holding the office he does. The public does not need more liars, we understand that mistakes happen, even that they are sometimes a good learning tool, but not if they are not owned. To lie and pretend tells me that this man should not be where he is. One lie leads to more, and more lies, corruption, and God only knows what else. Maybe the media needs to get all sides of stories before they print it as well.

It is learnt that this afternoon, 30 people from non-governmental organisation, Jaringan Melayu Malaysia (JMM), had met with Attorney-General Abdul Gani Patail to urge that a notice of appeal against Anwar’s acquittal be filed.

When the Kuala Lumpur High Court judge delivered a not guilty verdict in the Anwar Ibrahim sodomy trial, the former deputy prime minister was taken aback. Ibrahim, 64, told reporters after his release on January 9, “To be honest, I am a little surprised.” The final scene of the 13-year politico-legal drama was over faster than anyone expected. Judge Zabidin Mohamad Diah took only two minutes to give his ruling, saying DNA samples used as evidence might have been contaminated and that he could not convict in the absence of other corroborating evidence.

The judgment has brought the curtains down on one of the most controversial chapters in Malaysian political history. Ibrahim has been on trial for sodomy twice and has always maintained that the charges were politically motivated. He was deputy prime minister between 1993 and 1998. Ibrahim was booted out of the government in 1998 for challenging the authority of then prime minister Mahathir Mohamad. In 1999, Ibrahim was sentenced to six years in prison for corruption, and in 2000, to another nine years on charges of sodomy. The court reversed the second sentence in 2004, paving the way for his release. In July 2008, he was arrested again on sodomy charges, just after he had led a three-party Opposition coalition to unexpected success in the elections.

Ibrahim has gone on to become a symbol for change in not just Malaysia but across the region. He brought the Opposition together, posing a challenge to the ruling National Front.

So what does the verdict mean for Malaysia? Has the victory given Ibrahim an edge over his fiercest critic and rival, Prime Minister Najib Razak? Professor James Chin at Monash University in Malaysia believes the acquittal does not really do much for Ibrahim. He says, “The sodomy issue would have been more effective had Anwar been found guilty. But now it is unlikely to be a major campaign issue.” Political analyst Ooi Kee Beng explains, “One of the biggest challenges for the Pakatan Rakyat (the three-party Opposition coalition) is to convince voters that it has the leaders needed for a change in paradigm.”

Other Malaysian political analysts see the verdict as a sign that the judiciary in Malaysia is really independent. They say it disproves Ibrahim’s claims about government interference in the judiciary, especially since Judge Diah had earlier come under fire from his counsel for being biased.

Ibrahim’s camp, led by stalwarts including Azmin Ali, deputy president of his party, Parti Keadilan Rakyat, is thrilled with the acquittal. “This is not justice for Ibrahim alone, but for all those who care about freedom and justice,” says Ali. He adds, “We will continue to explain to people that Ibrahim is a victim of a malicious conspiracy.” But Ali is also quick to counter claims about the judiciary’s independence. He says that is a claim made by Razak and Mahathir. The deputy chief of the Keadilan party says public perception is very different. “Malaysians feel there is a need for reform in the judicial system, and there are very few judges left who speak from their conscience,” he claims.

So how does the verdict change the face of Malaysian politics? Both sides have different views on its impact. Azmi Anshar, chief editor of one of Malaysia’s most prominent dailies, The New Straits Times, believes this will finally end Ibrahim’s “unfair advantage” over his rivals. Says Anshar, “In the past 42 months, since the accusations against Ibrahim were first made, he has used the court solely as a political campaign platform. Now he can no longer use court for political sermons and that will even out the playing field.” He believes, “Ibrahim will use his freedom to claim that the government tried to fix him, and that his victory was just a fluke.”

The impact of this verdict will most certainly be seen in the forthcoming polls, as Razak tries to hold on to power and Ibrahim’s attempts to improve upon his three-party coalition’s 2008 success. Elections in Malaysia could be held anytime between June 2012 and March 2013, say analysts.

Cleared of the sodomy charge, Ibrahim is all set to hit the campaign trail. He will use the verdict to galvanise the Opposition. “We are ready for any eventuality; we have been ready for elections for over a year now. The verdict has given us confidence that we can capture Putrajaya (the federal administrative centre of Malaysia),” says Ali.

Anshar believes Razak has an edge. He says, “Either a status quo will be maintained or the government will scrape through. But it will be wrong to underestimate the popularity of Razak, who managed to draw in the support of many disgruntled voters during his last campaign.”

Now that he is a free man, unless the Government appeals, Ibrahim seems to be even more determined to ensure that his three-party Opposition coalition is a force to reckon with in Malaysian politics. This was foremost on his mind as he walked out of the court on January 9. He tweeted moments after the judgment, “In the coming elections, the voice of the people will be heard, and this corrupt government will be toppled from its pedestal of power.”

Datuk Seri Najib Razak is “painting himself into a corner” with the government’s latest court pursuit of Datuk Seri Anwar Ibrahim and Karpal Singh, in what Pakatan Rakyat (PR) leaders say were moves designed to placate the hardliners in Umno.

Yesterday, public prosecutors filed to appeal against Anwar’s high-profile acquittal from a charge of sodomy, the same day the Court of Appeal reversed Karpal’s acquittal from a sedition charge and ordered the latter to enter his defence.

Anwar and Karpal are senior leaders in the three-party opposition PR bloc. Anwar is seen to be Najib’s political arch-foe in their scramble for Putrajaya in the next elections.

In Malaysia, the Attorney-General has sole discretion on prosecutions, but Najib’s Barisan Nasional (BN) coalition, which has held power for over 50 years, is seen to wield much influence on the bureaucracy.

“Najib has given up the opportunity to move on and engage the middle ground. By giving up other vote banks, he is narrowing his appeal and painting himself into a corner,” DAP strategist Liew Chin Tong told The Malaysian Insider.

Calling yesterday’s developments a “double whammy” for the opposition, the Bukit Bendera MP said both Anwar’s sodomy charge and the trial over whether Karpal uttered seditious words against the Perak Sultan was geared to secure the conservative Malay vote.

PKR strategic director Rafizi Ramli added that the two cases discredits the prime minister’s image as a political reformist and paints him as a weak and indecisive leader.

“Time and again, he will announce reforms only to backpedal. Now the warlords in Umno will say, ‘Don’t worry about Najib. He will back down and even overcompensate,’” he said.

Umno is the lynchpin party in the 13-member BN coalition.

The ruling BN had made the case that Anwar’s acquittal on January 9 not only showed the courts were free from manipulation but was also an extension of Najib’s reforms push.

Karpal had been indicted under Section 4(1) of the Sedition Act 1948 for allegedly uttering seditious words against the Perak Sultan by saying the removal of Datuk Seri Mohamad Nizar Jamaluddin as Perak mentri besar and the appointment of Datuk Seri Dr Zambry Abdul Kadir by the Sultan could be questioned in a court of law.

Karpal was later acquitted of the charges by trial judge Azman Abdullah. The A-G’s Chambers subsequently filed its appeal last year, contending that the judge had taken a wrong approach when he ruled the prosecution had failed to prove prima facie.

Najib has unveiled several transformation programmes after coming into power in April 2009, including the Economic Transformation Programme that seeks to liberalise the economy.

But afer two rounds of liberalisation to allow more foreign equity in the services sector, pro-Bumiputera quotas remain.

Despite the continuation of the New Economic Policy (NEP) that was due to expire in 1990, Najib also went on to introduce a new unit, Teraju, to enhance Bumiputera economic participation.

The RM50 billion Klang Valley Mass Rapid Transit project saw 43 per cent (instead of the usual 30 per cent quota) of civil engineering projects being set aside for Bumiputera contractors after they complained of being shut out by strict pre-qualification criteria.

PAS research chief Dzulkefly Ahmad also said yesterday’s developments in court showed an incoherence in Najib’s announcements and his administration’s actions.

“This script of one step forwards, two steps back is getting predictable and all too familiar,” the Kuala Selangor MP said.
